Charles Wilhite, J.D., serves as the Director of the IPICD Center for Excellence in Event Reconstruction and Information Systems (CEER). A Lieutenant in California’s second largest Sheriff’s Department, he currently commands the Forensic Services Bureau. A licensed attorney, Charles has a Master’s degree in Behavioral Health and is a doctoral candidate in Psychology. His research interests include post-traumatic stress disorder, use-of-force decision making, arrest-related death, and the psychology of perception.

John G. Peters, Jr., Ph.D., M.A., M.S., M.B.A., CLS serves as president and chief learning officer of the Institute for the Prevention of In-custody Deaths, Inc. ( A former police officer, deputy sheriff, and police administrator, Dr. Peters has over 35 years of training law enforcement officers across the globe.
